Algorithm to use for a Prediction Project [migrated]


I am about to start a new project but I am a little bit stuck on where to begin. My final aim is to have a self-learning algorithm that can predict the next item. Let me elaborate,
I want to have a correlation matrix between elements like:
This matrix will be created from past data. I am planning to use a 1 month data to create every items correlation with others and after that, it should be iteratively updated. (x,y,z etc. are correlation probabilities and should sum up to 1). My first question is which algorithm would be most suitable for this kind of a job? The algorithm should be suitable for N number of elements that can change or there might be new items to add to the list. I am familiar with python/java so if it is available in those languages it will be easier for me. (I can store the data in a SQL database, that part is also clear to me)
The next question is if I call a function for the prediction part like
PredictNextItem(A) it shall return me the most correlated item with A. I believe this part is easier as the correlation data will be there.
Any help or guidance is extremely appreciated.
